REQUEST FOR PROPOSALS - SALE OR LEASE OF CITY PROPERTY & BUILDING

The City of Peoria invites proposals for the purchase or lease of The Gateway Building located at 200 NE Water Street, Peoria, IL. The City is seeking a retail and/or commercial proposal that would contribute to the economic health and vitality of the Riverfront and Downtown area. Proposal documents are available as of November 1, 2007 from Economic Development Director Craig Hullinger at Peoria City Hall – 419 Fulton, Room 402 Peoria, IL 61602-1266 Phone: (309) 494-8641 Fax: (309) 494-8650. Sealed proposals will be received by City of Peoria – Purchasing, 419 Fulton, Room 112 Peoria, IL 61602-1266 Phone: (309) 494-8582 Fax: (309) 494-8510 until 2:00 p.m. on Monday, December 10, 2007 at which time all proposals will be opened. The City of Peoria may cancel this RFP or reject in whole or in part any or all proposals, if the City determines that cancellation or rejection serves the best interests of the City.

Property Description:The subject property is a freestanding three- story building located at 200 NE Water Street, Peoria, IL. The building was built in 1996 and has approximately 22,236.04 square feet of usable space; a public parking lot adjoins the property and parking for the property is negotiable. Public restrooms are located in the building and are accessed outside the property; the restrooms will continue to be public and the use and maintenance of them will be negotiated. The building has concrete piers; columns, load -bearing masonry, steel and pre-cast floors, wood framed roof, Heavy timbers and steel in the community room and a Brick Exterior. The property is currently being used for community space, weddings and banquets. Ideal use includes Restaurant, Banquet Facility, Accounting, Advertising & PR, Architecture, Bookkeeping, Engineering, Finance, Graphics, Legal, Insurance, Mortgage, Real Estate and Other Service-Based Businesses.

Taking Possession of the Property:
The successful bidder will not be able to take possession of the property until January 1, 2009.

Review/Selection Process:
An interview committee will review proposals received by the due date. Some or all of the bidders may be requested to present their proposals to the review committee. The review committee will then make a recommendation as to the RFP that best meets the evaluation criteria. This recommendation will be considered by the City Council for action.
